Abogado, político y académico chileno. Fue presidente de la Federación de Estudiantes de la Universidad de Concepción entre 1985 y 1986. Entre 2019 y 2022 se desempeñó como director del Instituto Nacional de Derechos Humanos (INDH). Ha realizado múltiples publicaciones sobre el quiebre institucional y el proceso de redemocratización en Chile. Actualmente, ejerce como académico en la Facultad de Gobierno de la Universidad de Chile.
