Fundada el 19 de Agosto de 1813 por los miembros de la Junta de Gobierno: Francisco Antonio Pérez, Agustín de Eyzaguirre y Juan Egaña, cuyo primer fondo bibliográfico lo constituyeron las cinco mil obras que componían la biblioteca de los jesuitas. Fue cerrada en 1914; tres años mas tarde fue reabierta.
